User Story:
As an OpenShift Engineer I want to make sure platform type External clusters are testing as part of OpenShift release cadence to ensure readiness in that platform which is used by external Providers like Oracle and VCSP, so that we can prevent issues impacting that platform getting it earlier in CI.
