      This is a clone of issue OCPBUGS-44842. The following is the description of the original issue:

      Description of problem:

          Most certificates in must-gathers are elided to protect customer's privacy. However, the majority of those certificates are managed by internal components. These certificates should have not-before/not-after annotations so that we could find out if these have been rotated properly without asking customer to run cluster-debug-tool
