No validation prevents IPI installing only a single node

    • Single Node OpenShift(SNO) IPI deployments are not allowed on platform BareMetal. There was no validation that prevented this. This fix adds validations to prevent an user from going through with a configuration that is not supported.

      We used below pipeline to deploy the SNO on RHOS_IPI and it keeps failing.
