Virtual Machines no longer appear in developer perspective topology

      Description of problem:

          Starting with OpenShift 4.17 and continuing into 4.18, OpenShift Virtualization virtual machines no longer appear in the topology page of the developer perspective. This is also the case if you upgrade from 4.16 to 4.17 and/or 4.18. 
      
      The 4.17 and 4.18 documentation says that you should be able to use the Display Options drop-down list toggle to show or hide the virtual machines, but this option is not present.

          Always

      Steps to Reproduce:

          1. Deploy a VM with OCP Virtualization on OCP 4.17 or 4.18
          2. Navigate to the developer perspective topology page
          

      Actual results:

          Cannot see VMs in topology view

      Expected results:

          See VMs in topology view
