In OCL. When an OCL build fails the MCP is not degraded

      Description of problem:

      When a MOSB fails to create the new image the MCP is not degraded.

      How reproducible:

      Always
          

      Steps to Reproduce:

          1. Configure OCL using a MOSC resource with a Containerfile that fails the build
          2.
          3.
          

      Actual results:

      The build fails, but the mcp is not degraded
      
          

      Expected results:

      The MCP should be degraded if an OCL osImage cannot be built.
          

      Additional info:

      Because the MCP is not degraded, when the build fails during an upgrade the upgrade never reports the error. Instead of reporting a problem building the osImage it just continues reporting an OK status until it times out and reports the timeout. The root cause of the problem during the upgrade (the error building the osImage) remains hidden.
