[AWS]Installer should have pre-check for user tags

      * Previously, during an {aws-first} installation, the installer validated all the tags in the `install-config.yaml` file only when you set `propogateTags` to true. With this release, the installer validates all the tags in the `install-config.yaml` file.

      Steps to Reproduce:

      Setting user tags as below in install-config: 

    userTags:
      usage-user: cloud-team-rebase-bot[bot]

The user tags will be applied to many resources, including roles, but [] does not allowed to tag to roles
