Description:

When a migration plan includes a namespace that does not have any PersistentVolumeClaims (PVCs), the "Persistent Volumes" selection page gets stuck with the loading message:
“Discovering persistent volumes attached to source projects...”
The page never completes loading, preventing users from proceeding with the migration.

Steps to Reproduce:

1. Create a migration plan that includes a namespace with no PVCs.

1. Proceed to the "Persistent Volumes" selection page.

1. Observe the loading behavior.
